Grants for Home Modifications and Accessibility in Quebec

2026 Update: Current Status of the PAD
The Home Adaptation Program (PAD) has not been accepting new applications since April1, 2025. Applications already submitted are still being processed, and the Société d’habitation du Québec (SHQ) is working to reopen the application process, which is expected to happen soon. To find out when registration will reopen, contact the SHQ at 1-800-463-4315 (option 1). In the meantime, several other assistance programs listed below remain available.
Home Modification Program (PAD)
The main subsidy in Quebec for making a home accessible to people with disabilities—including the installation of an access ramp.
Financial Assistance for Accessibility Improvements
Provincial subsidy administered by the Société d'habitation du Québec (SHQ)The PAD provides financial assistance to homeowners to cover the costof renovations that enable a person with a disabilityto enter and exit their home,access essential rooms (bedroom, bathroom, kitchen, dining room, living room), and safely carry out daily activities, with the goal of helping them remain in their own homes.
- For a person with a significant and persistent disability, as documented by supporting evidence (often a report from an occupational therapist).
- The person must be a Canadian citizen or a permanent resident.
- She must not be eligible for equivalent benefits from the SAAQ (traffic accident) or the CNESST (work-related accident).
- The work must be performed by a contractor who holds the appropriate RBQ license —which we do.
Career Counseling
An occupational therapist and your municipality (or MRC) will assess your needs and support you at every stage of the home modification project.
Self-Determined Needs and Tasks
You manage your own renovation project by choosing the modifications from a list provided by the SHQ. This gives you more autonomy in the process.
Other Financial Assistance for Accessibility
Depending on your situation—residence, business, accident, or veteran status—other programs may cover part of the cost of your accessibility modifications.
Small Accessible Facilities (PEA)
The PEA helped owners and tenants of small commercial, business, or meeting facilities—which were not subject to any legal accessibility requirements—to finance accessibility improvements, such as: access ramps, thresholds, loading docks, door widening, barrier-free pathways, and accessible restrooms. The work had to be performed by an RBQ-licensed contractor.
Program Details ↗Tourist Facilities (PAET)
Administered by Kéroul—an organization specializing in tourism accessibility since 1979—on behalf of the Ministry of Tourism. The PAET supports tourism businesses (lodging, restaurants, attractions, cultural venues) that make their facilities accessible, including ramps and barrier-free access. Kéroul also provides assessment, support, and certification (accessibility ratings).
Program Details ↗Assistance with Activities of Daily Living (ADL)
This health program provides assistive devices free of charge to people with a significant and persistent disability or an autism spectrum disorder to help them with their daily and household activities at home—the list includes, among other items, a portable access ramp. There are no fees or deductibles (with some exceptions). Eligibility is determined based on a medical evaluation and certification.

If the disability results from a car accident, the SAAQ’s public compensation program may cover rehabilitation measures, including home modifications (ramps and access), to help the person regain their independence. Coverage is provided as part of the accident victim’s compensation claim.

When the disability results from a work-related accident or occupational disease, the CNESST may, as part of the rehabilitation process, cover the cost of home modifications to help the worker remain in their home and regain their independence.

Eligible veterans can receive support for home modifications and to maintain their independence—such as through the Veterans' Independence Program and disability benefits—so they can continue to live safely in their own homes.

Even without a direct subsidy, these tax credits and benefits can reduce the cost of your home improvements or supplement your income. The amounts below are for illustrative purposes only (for the year 2025) and are subject to change.
Home Accessibility Credit
15% of eligible expenses, up to $20,000 in work (for a credit of up to $3,000). Access ramps are eligible.
Who: Canada Revenue AgencyTax Credit for People with Disabilities (CIPH)
Non-refundable credit for a severe and long-term disability, as certified by Form T2201. Transferable to a caregiver if not used.
Who: Canada Revenue AgencySevere and prolonged impairment
Provincial tax credit for severe and prolonged impairment of physical or mental functions. Certification via Form TP-752.0.14.
Who: Revenu QuébecCanada Disability Benefit
New benefit of up to $200 per month for low-income adults who are eligible for the CIPH.
Who: Government of CanadaSupplement for Children with Disabilities (SEH)
Monthly, tax-free financial assistance paid to the parents of a child with a disability, in addition to the Family Allowance.
Who: Retraite QuébecSocial Solidarity
Last-resort assistance for individuals with a recognized severe employment limitation (permanent disability). Tax-free monthly payment.

The government handles the grant application process, but we take care of everything related to the ramp and the construction work.

We assess your elevation difference, the available space, and the required slope (1:12 or other) to recommend the right configuration.

RBQ-Licensed Contractor
PAD work must be performed by an RBQ-licensed contractor—a requirement that we meet.

Your Questions About Grants
Does the PAD cover the installation of an access ramp?
Yes. The Home Modification Program funds renovations that enable a person with a disability to enter and exit their home safely, which includes the installation of an access ramp when recommended. The work must be performed by an RBQ-licensed contractor.
Will it still be possible to submit an application to the PAD in 2026?
New registrations have been suspended since April1, 2025. The Société d'habitation du Québec is processing existing applications and is working to reopen registration soon. Contact the SHQ at 1-800-463-4315 (option 1) to find out when registration will reopen.
What other grants are available for a ramp in Quebec?
Depending on your situation: the PAET program for tourism establishments (Kéroul), technical aids for activities of daily living (ADL) through your CISSS/CIUSSS, compensation from the SAAQ (for traffic accidents) or the CNESST (for workplace accidents), as well as the Veterans Affairs Canada program for veterans. The PEA, intended for small businesses, ended on March 31, 2026.
Is there a tax credit for an access ramp?
Yes. The federal home accessibility tax credit allows you to recover 15% of eligible expenses (up to $20,000 in renovations). Access ramps are eligible. Provincial tax credits for severe and prolonged disabilities may also apply.
Does the We Care Group handle the grant application process?
